Requirements:
•Significant background in and experience with the credit evaluation of U.S. public sector entities;
•Extensive knowledge of U.S. public sector accounting principles and the statutory/constitutional frameworks within which U.S. public sector entities operate;
•Facility with gathering information on and analyzing the financial position of U.S. public sector entities;
•Knowledge of complex financial structures, including credit and interest rate derivatives;
•Ability to build and interpret cashflow models;
•Good verbal and written communications skills
Education & Experience:
•Minimum Bachelors Degree or equivalent, preferably with a concentration in business, finance or mathematics;
•Formal bank credit training or equivalent;
•At least three years of work experience in U.S. public finance.
Job Description:
My client is seeking an analyst to manage the credit risk of a $13.4 billion U.S. public sector finance portfolio. The portfolio consists principally of taxable non-GO bonds issued by state and local public authorities. A significant proportion of the investment portfolio consists of pension related obligations. The portfolio also includes structured public finance credits and tax, revenue and tax allocation debt.
The successful candidate will be expected to (1) conduct surveillance and monitoring of the Group’s U.S. public sector portfolio; (2) prepare credit analyses of individual public sector exposures; (3) evaluate and report on current conditions within the U.S. public sector finance market; (4) evaluate and actively participate in the management of troubled exposures; and (5) work with the Depfa trading desk in the overall management of the current U.S. public sector portfolio.
